RSAH2O, LLC is an environmental regulatory and compliance consulting firm with specific emphasis on state and international water issues. The founding members of RSAH2O - with over 100 combined years of experience - have a wide-ranging set of skills and expertise on water issues and emergency response, having previously served in various senior leadership positions at the Texas Commission on Environmental Quality (TCEQ) and the Texas Water Development Board (TWDB). RSAH2O is well versed in the intricacies and nuances of water rights adjudication, regional and state water planning, and project funding. RSAH2O takes particular pride in its knowledge, understanding, and direct work experience on water concerns along the Rio Grande, as well as interstate and international water issues.

In their various roles, each member of RSAH2O has coordinated, participated in, and undertaken extensive outreach activities, particularly where contested matters were in dispute. Similarly, RSAH2O members have directly and effectively coordinated with and maintain close relationships with Federal agencies, such as the USACE, IBWC, and EPA – with specific emphasis on water concerns including flood and flood mitigation efforts and critical infrastructure impacts and recovery. RSAH2O members have similar relationships across various Texas state agencies.

RSAH2O members have provided testimony at Texas House and Senate committee hearings particularly on water issues; as expert witnesses on various environmental cases; and have served as guest lecturers and presenters on water concerns at water specific conferences.
